Here are a couple screen shots. Carlson does not offer up an error, just the absence of a surface file withing the xml. You get a real quick of it scanning the file, but does not result any found surface.
If you take the same xml from Rock Cloud and bring that into TBC than back out to new xml you can now get Carlson to see the surface in the file.
